A Turning Point for Leisure Marine: Bringing Fact-Based Sustainability to MARPOL Compliance
The International Convention for the Prevention of Pollution from Ships (MARPOL) has been in force since the 1970s and remains one of the most important global frameworks for protecting the marine environment. Annex V of MARPOL, formally known as the Regulations for the Prevention of Pollution by Garbage from Ships, applies to all vessels operating in the marine environment, regardless of size or type, including leisure craft, commercial ships, platforms, pleasure yachts, and other floating units.
MARPOL Annex V establishes comprehensive requirements to prevent garbage and operational waste from entering the sea, broadly prohibiting the discharge of plastics and other forms of garbage unless specific conditions are met.
Following consultation with colleagues within ICOMIA and discussions with representatives from the International Maritime Organization (IMO), Peter Wallbank, Technical Director of August Race, has produced new industry-focused guidance that reflects the requirements of MARPOL Annex V and the 2017 Guidelines for the Implementation of Annex V (resolution MEPC.295(71)) as they relate to cleaning agents and additives found in deck and external surfaces wash water.
This guidance marks a significant step forward for the leisure marine industry’s understanding of its operational obligations and the environmental impacts of routine activities. Simple tasks such as cleaning a boat in a marina with non-compliant products can contribute to pollution and negatively affect local ecosystems, aquaculture, and water quality.
In reflecting on the importance of a collaborative approach to global maritime regulation, Arsenio Antonio Domínguez Velasco, Secretary-General of the International Maritime Organization, has emphasised the need for respectful dialogue and continuous improvement across the sector:
“Here, we are diplomatic and respectful to one another, we listen to everyone’s opinion, we take steps forward, and we are always looking to improve in this ever-changing sector.”
The new guidance focuses on helping marine professionals, boat owners, and manufacturers interpret Annex V in the context of everyday operations, with the aim of reducing uncertainty, improving compliance, and supporting more environmentally responsible choices.
By aligning practical care and maintenance activities with the intent and letter of MARPOL Annex V, the industry can better safeguard the waters we all enjoy while reinforcing marine stewardship as a shared priority.
